If Joseph D. Cipolla’s 25 years with the Internal Revenue Service taught him anything, it’s that most people want to pay their taxes – some just can’t. “Working with the IRS, I encountered many people who wanted to pay their taxes, but due to business failures, medical bills or other financial difficulties, they were just unable to do so,” says Joe. Herb graduated Suma Cum Laude from Keane University in Union, New Jersey. He holds a degree in Public Administration with a Criminal Justice option and a concentration in accounting. With his outstanding interpersonal skills, helping others just comes naturally to Herb Silber. He used his IRS experience to train volunteers, so they could assist the poor and elderly in the preparation of their income tax returns with no cost to them. During his 17 years as a Revenue Officer at the IRS, Herb trained and mentored new Revenue Officers and presented small business workshops to prepare new business owners for their IRS tax responsibilities. Robert J. Ludwig

Licensed Private Investigator Robert J. Ludwig knows how to uncover white collar crime. He is an expert financial investigator with over 29 years experience investigating white collar crime. A graduate of Canisius College in Buffalo, NY, Ludwig was an IRS Supervisory Criminal Investigator and an Investigative Auditor for the New York State Office of the Inspector General for 35 years. He has investigated state-agency fraud, waste and corruption, and had directed various criminal tax investigations. Ludwig assisted the US Attorney General’s Office, the New York State Attorney General’s Office, and County District Attorney in the investigation, indictment, and trial of all cases he recommended for prosecution. Edward J. Clohessy Jr.

A graduate of Canisius College in Buffalo, NY, with a BBA in Accounting, Edward J. Clohessy worked in Accounting for Ashland Oil and General Motors, Chevrolet Division prior to joining the IRS in 1963. Ed specialized in examining large cases. In fact, for 19 of his 31 years with the Internal Revenue Service, Ed was a Large-Case Coordinator for the IRS Coordinated Examination Program (CEP), the program the IRS uses for all of its large-case corporate taxpayer examinations. Ed’s duties included preparing audit plans for large-case managerial approval and assigning team member duties throughout large-case audits. Before landing his assignment with the Large-Case program, Ed worked for the Buffalo Strike Force as a liaison between the Strike Force and the Buffalo IRS District, making sure the Strike Force had enough audit personnel for its various cases. Because of his IRS experience, Ed is uniquely qualified to represent clients during IRS audits and appeals. His IRS expertise also helps him advise clients who have been notified by the IRS of impending examinations.
